487-5103 USBOR is seeking a consultant to prepare a conceptual plan
for a ten mile continuous riparian corridor and parkway on the San
Joaquin River between the city of Firebaugh, CA and the Mendota Pool.
This effort will include identifying the social, economic, and natural
resources found on this reach of river and developing a comprehensive
land-use plan. The contractor must, where appropriate, use previously
completed work as base information. The end product will be a Plan for
a riparian corridor and pa rkway on the San Joaquin River. The final
delineation of the parkway will be a component of this Plan. A task
force will be formed and the Plan is to reflect issues brought forward
through that group, as well as others deemed relevant. The Task Force
will coordinate closely with existing local committees and groups. The
final plan must be of sufficient detail to allow its incorporation into
the General Plans for the cities of Firebaugh and Mendota and the
counties of Fresno and Madera. The following is a list of objectives
the Plan must address: Identification of Stakeholder Needs; Prakway
Definition; Land-Use Designation; Implementation and Operation;
Fish/Wildlife Habitat; Recreation; Flows; Education; Mineral
Extraction; Task Force/Affected Agencies Relations; and CEQA/NEPA
Documentation. SUBMITTAL REQUIREMENTS. Sources responding to this
notice must provide (in writing) qualifications and experience
including (1) a synopsis of the firm's history; (2) a list of projects
completed which are relevant to this project; (3) client referenced
(include contact name, address and phone number); (4) background
information on key personnel to be used on this project; and (5)
subcontractor list, with pertinent background information, to be used
on this project. NOTICE: This is a "sources sought" synopsis. As such,
there is no solicitation package or requirement at this time. Your
submittal must not exceed 5 pages at 12 point font. Your response must
be received by August 11, 1997. Please FAX your response to Paula

California Contracting Office address listed elsewhere in this
synospis. This request should not be construed as a commitment or
authorization to incur any cost in anticipation of a requirement. This
may result in a simplified acquisition with an estimated amount of
less than $100,000 with a performance period estimated to be 9 months.
