Indefinite-Quantity A-E contract for design services and preparation of
engineering studies. Projects will be primarily mechanical and
electrical and involve preparation of engineering studies, plans (in
Autocad Release 12 or later), specifications (using SPECSINTACT system)
and construction cost estimates (using MEANS cost estimating system)
for new construction or renovation of existing facilities. Typical
projects would involve HVAC system studies and designs, process cooling
system design, ventilation system studies and designs, plumbing and
restroom renovations, and replacement of fire alarm systems.
Construction projects will range from approximately $50K to $1M and
will be located at Crane Division, Naval Surface Warfare Center, Crane,
Indiana. The total A-E fee for the contract shall not exceed
$200,000.00. The contract will remain in force for one year. A second
year option for an additional $200,000.00 may be exercised at the
discretion of the government. A minimum fee of 5% of the estimated
maximum price of the contract is guaranteed. The design contract scope
will require evaluation and definition of lead paint and asbestos
materials and will require an Indiana accredited asbestos inspector.
Projects to be added during the life of this contract will require
mostly mechanical and electrical disciplines with additional related
work from architectural, structural and civil disciplines. Firms
responding to this announcement must be prepared to accept the
aforementioned as a part of their contract responsibilities. The A-E
will be required to conduct extensive on-site investigations to obtain
data for design. Significant evaluation factors (in order of
importance): (1) Professional qualifications of staff to be assigned to
this contract (including those of consultants), (2) Specialized
experience of the firm in the type of work required, (3) Capacity of
the firm to accomplish the contemplated work within the required time
schedule (current workload and historic ability to accomplish work on
time), (4) Past performance in terms of cost control, quality of work,
and compliance with performance schedules, (5) The A-E firm's quality
control program, including performance of quality control on prior
Department of Defense contracts, (6) Location of the firm or regional
office in the general geographic area of the project site, and (7)
Volume of work previously awarded to the firm by the Department of
Defense. Interested firms must list in Block 9 of the SF255 the amount
and dates of all DOD fees for A-E/E-S services awarded and negotiated
with awards pending between 1 October 1992 and 1 August 1997. A-E
firms wishing to be considered must submit a SF255 by 19 Sept 97. Firms
with multiple offices should be very explicit in their SF255's about
the proposed team to be assigned to this contract and where these
personnel are located. In addition the applying firm must submit a
SF254, or have one on file with this office that is not over one year
old. This is not a request for proposal. The Standard Industrial Code
(SIC) for this project is 8711. The related Small Business size
