J -- EXIDE UPS EQUIPMENT MAINTENANCE SOL R220Q980001 DUE 090897 POC Contracting Officer, Kay Ryan, 208-387-5717 The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC), has a requirement for maintenance services on uninterruptible power source (UPS) equipment units manufactured by Exide Electronics. The BLM intends to procure from Exide Electronics -- Worldwide Services Group, 8609 Six Forks Rd., Raleigh, NC 27615 on an other than full and open competition basis the maintenance services on two (2) 150ES, model 125 UPS modules. Equipment is located at NIFC-BLM, Jack Wilson Building, 3833 S. Development Ave., Boise, ID. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; no written solicitation will be issued. A firm fixed-price quote under Request for Quotes (RFQ) solicitation number R220Q980001 is being requested. It is anticipated the requirement will not exceed the Simplified Acquisition Threshold. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular #90-46. This procurement is made on an unrestricted basis. The SIC code for this procurement is 7629 Electrical and Electronic Repair Shops, N.E.C. with a small business size standard of $3.5 million averaged for the past three fiscal years. This requirement shall cover the period beginning October 1, 1997 through September 30, 1998 with four (4) one-year renewal options through September 30, 2002 pending satisfactory service and availability of funds. Should the Government decide to terminate the agreement, a written notice shall be made 30 days prior to the effective date of such termination. Service shall include (1) full corrective maintenance coverage by factory trained service representatives using material manufactured for the purpose of operating Exide Electronics systems, (2) all materials, labor, travel expenses of service personnel, and related expenses for the repair of failures in the UPS electronics, (3) response time to requests for emergency repair service to be less than 24 hours regardless of the day of the week including weekends and holidays, (4) unlimited number of emergency repair service calls within the specified period, (5) one major preventive maintenance visit per year performed on a 24-hour per day, 7-day a week basis at Government request within three months after the start of contract coverage, (6) major preventive maintenance visit to include detailed inspection of all system parameters and site interfaces with a report on existing conditions and recommendations toward corrective action, (7) one performance check inspection of the systems' operations per year performed on a 24-hour per day, 7-day a week basis at Government request within six months after a major preventive maintenance visit, (8) written reports of the systems' conditions and performance, (9) two preventive maintenance visits per year on sealed batteries performed on a 24-hour per day, 7-day a week basis at Government request with the first visit no later than three months after the start of the agreement and the second visit approximately six months later, (10) preventive maintenance visit on sealed batteries to include a full impedance test of batteries per the manufacturer's recommendations and a detailed analysis of cell performance, voltage, and connection resistances, (11) complete battery reports on conditions, capability, and recommended corrective actions after each preventive maintenance visit. The Contractor shall perform any other maintenance functions as recommended by the equipment manufacturer. A maintenance checklist shall be utilized to record individual inspection steps and readings. This checklist shall be signed by the service representative upon completion of each repair or scheduled visit and shall also be signed by the Contracting Officer's Representative (COR). A copy of the completed checklist shall be left with the COR. The Contractor shall furnish a contact point for use by the Government on a 24-hour per day, 7-day per week basis for such service requests. s The maximum allowed response time shall be 24 hours from the Contractor's receipt of a service call request to the arrival of a service representative at the site, prepared to begin whatever service in necessary. All lbor, travel time and expenses, and parts and incidental expenses incurred in providing this service shall be at no additional cost to the Government. The Government shall provide adequate working space, facilities, and access for the Contractor's service representative to perform the required services and inspections. The Government shall not perform any equipment modifications, alterations, or relocations without first informing the Contractor and coordinating any necessary actions to ensure contract coverage of the maintenance services remains in full effect. The Government shall: (1) maintain the UPS equipment in a room at or below 30 degrees C (85 degrees F), (2) control humidity so there is no condensation, (3) maintain an area free of corrosive atmospheres, (4) inspect and replace air filters on a routine basis, (5) keep the area clean and free of loose dirt and debris. The Contractor shall guarantee all parts, materials, and workmanship for a period of ninety (90) days from the date of service. The Contractor shall, within the 90 days, remedy at their own expense all resulting defects and faults attributed to the Contractor within three working days after the defects are called to the Contractor's attention. The Department of the Interior (DIAR) provision at 1452.212-01, Instructions to Offerors -- Commercial Items (Oct 1995)(Deviation), applies to this acquisition. Under this provision, insert "...FAR 19,102..." in the first blank, insert "...SF-18..." in the second blank, and insert "...SF-18..." in the third blank. There are no addenda to this provision.
