NASA/GSFC intends to modify its existing Contract NAS5-35079 with Johnson Controls, Incorporated to increase the current period of performance from five years to ten years and to increase the maximum contract value from $12,000,000 to $20,000,000. The existing $12,000,000 fixed price indefinite quantity contract accomplished the conversion of the existing utility control system (UCS) and pneumatic heating, ventilating and air conditioning (HVAC) controls at GSFC with a single new integrated system Johnson Controls' Metasys. One single, integrated system must be installed in all new building construction and in the modification and/or restoration of any equipment currently being monitored and/or controlled by the UCS. The increase in the period of performance and the maximum value of the contract covers all planned new construction and modification and restoration projects over the next 5 years. Since Metasys is a proprietary system, the current Contractor, Johnson Controls, is the only responsible source able to make modifications to Metasys. Johnson Controls does not outsource this work to any third party vendors. Further, at present, there is no single standard communications protocol which will allow devices of other manufacturers to communicate transparently with the existing energy management and control system over the communication network. Compatibility with existing Johnson Controls' Metasys is mandatory. Utilizing Johnson Controls' equipment for the continued replacement, modification and/or, restoration of the Energy Management Control System (EMCS) is essential to achieving the Government's stated requirements, and therefore, precludes consideration of products manufactured by other companies. The statutory authority permitting other than full and open competition is 10 USC 2304 (c) (1) -- ONLY ONE RESPONSIBLE SOURCE.
