requires the design and creation of a Web page-based multimedia program
for use as an interactive information exhibit on California Mojave
Desert public lands recreation sites and recreation opportunities. The
program should be installed on appropriate hardware provided by the
contractor, then installed on-site and fully operational upon
completion. The project site is a small visitor center and office
complex leased and operated by the California State Parks-Mojave Sector
and located near Highway 14 in Lancaster, Los Angeles County, CA. This
facility is one of several identified by a multi-agency management
group (National Park Service, Bureau of Land Management, Department of
Defense-Edwards Air Force Base, and California State Parks) as a
facility to provide the traveling public with crucial information on
desert recreation, proper use of desert resources, and safety
information. The program will include information on the activities of
the federal and state public land agencies participating in a National
Performance Lab management experiment and working cooperatively to
implement the requirements of the Desert Protection Act of 1994. As
part of this project, the contractor shall conduct all research,
design, create, and develop a Web site and Home Page about the
California Desert public lands that will be housed and maintained from
an identified agency server. The contractor shall provide all
professional services, labor, materials, facilities, equipment, and
travel as necessary to plan, design, evelop, install the Web page and
multi-media program and provide operational training. The program and
information developed shall be hard-drive based. Web pages and other
electronic materials developed shall be usable on multiple hardware
platforms and computer operating systems such as Windows 3.1, 95, and
Apple 7.1-8.0. Fully licensed copies of all software required to
operate the exhibit shall be provided. The Web pages shall reflect the
significance, diversity and complexity of the California Desert public
lands resources and recreational opportunities, and accurately
represent the specific missions and management objectives of the
participating agencies and describe the collaborative efforts underway
to effectively serve the public and efficiently manage agency lands
and heritage resources. Award will be made on the basis of "Best Value"
to the Government, considering price, and factors other than price,
such as Proposed technical approach, Experience of key personnel, Work
samples, and Understanding of the project's purpose and technical
requirements. This action is 100% set-aside for small business
