intends to award a sole source firm fixed price contract using
Simplified Acquisition Procedures of FAR Part 13 to MACRO International
Incorporated; 11785 Beltsville Dr., Suite 500, Calverton, MD, 20705; to
perform research & development of a consumer information product
"brochure" explaining the risks and benefits associated with pesticides
on food. This brochure is to be distributed to food retailers to
voluntarily make available to consumers. It has been recommended that
EPA pursue consumer research before preparing a draft brochure. This
first stage of consumer testing is intended to gauge public perception
and knowledge about pesticide residues on food and the government's
role in regulating pesticides used on food. One-on-one interviews will
be conducted in 3 metropolitan areas including Washington, D.C. A
moderator's guide will be prepared before and summaries and analyses
prepared after the interviews are conducted. After a draft brochure is
produced, theproduct will be tested on public through focus groups
and/or one-on-one interviews. EPA is interested in learning public
reaction to the draft brochure and any recommendations they may have
for making the document more easily understandable & useful to
consumers. Lessons learned from this evaluation will assist EPA in
revising and finalizing the brochure. A moderator's guide will be
prepared before and summaries & analyses after public testing is
conducted. Responses are due in writing on August 20, 1997. Vendor
responses in order to be favorably considered, must state the vendor's
ability to promptly begin work at the full performance level. Specific
experience and ability to build & sustain stakeholder confidence are
key. Any contractor/vendor able to meet the requirements must
