Hairston, (703) 706-2762 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DASC01-97-R-0016 applies, and is issued as a Request for Proposal (RFP). This solicitation document incorporated provisions and clauses in effect through Federal Acquisition Circular 90-46. The US Army Intelligence and Security Command require the lease of a DeHavilland DHC-7 aircraft. STATEMENT OF WORK (SOW). 1 SCOPE. This SOW is for a one year lease of a DeHavilland DHC-7 aircraft with an option to extend the lease for an additional six months. The period of performance is from 1 Oct 97 to 30 Sep 98, plus one six month option. 2. APPLICABLE DOCUMENTS. The following documents are applicable to this SOW. Federal Aviation Regulations. Federal Aviation Regulation Part 21 Certification Procedures for Products and Parts, Federal Aviation Regulation, Part 25 Airworthiness Standards, Transport Category Airframe, Federal Aviation Regulation, Part 91,General Operating and Flight Rules, Federal Aviation Regulation Part 125, Certification and Operations: Airplanes Having a Seating Capacity of Twenty or more Passengers or a Maximum Payload Capacity of 6,000 lb. or More, and Federal Aviation Regulation, Part 145, Repair Stations. 2.2 Army Regulation (AR). AR 95-1 Army Aviation: Flight Regulations, AR 95-3 Aviation: General Provision, Training, Standards, and Resource Management, and AR 95-20 Contractor Flight Operations. 2.3. Training Circular (TC). TC 1-210, Aircrew Training Program Commanders Guide to Individual and Crew Standardization. 2.4 Manuals. Commercial Airplane Operating Data Manual, FAA Approved Flight Manual, and Operating Instruction and Specification for Additional Avionics or Components. 3. REQUIREMENTS. 3.1 General. The leased aircraft will be provided to a government contractor. The aircraft will be flown by Army and contractor pilots and will be used solely to train Army pilots. The aircraft will be operated only within the Continental United States. A third party contractor, who will provide training for Army pilots in the leased aircraft, will also be responsible for providing routine maintenance and services in accordance with the manufacturer's standards and Federal Aviation Regulation, Part 43 and 91. The aircraft will be operated in a public category certification. At the termination of the lease, the aircraft will be returned to a fully certified FAA condition, less normal fair wear and tear IAW Federal Aviation Regulation, Part 125. The Government will recertify the aircraft. 3.2 Equipment. The aircraft shall be equipped for DAY/NIGHT, VFR/IFR flight into known icing conditions IAW Federal Aviation Regulation, Part 91. At a minimum, the aircraft shall be equipped IAW with the list below. The equipment that is attached to the aircraft or included shall meet or exceed the stated requirements. DAY/NIGHT, VFR/IFR flight into known icing conditions, Engine Fire Detection System, Reversible Propeller System, Air conditioning System, Complete Anti- and De-icing Equipment, Oxygen System in the Cockpit Area, Complete Exterior Urethane Paint, High Floatation Landing Gear, and Avionics Configured. 4. Preparation, Acceptance and Delivery. 4.1 Acceptance Inspection. The Government will perform the aircraft acceptance test and inspection. All faults identified during this inspection shall be corrected to Minimum Equipment Listing (MEL) standards before final acceptance unless waived by the Government representative performing the inspection. The Government representative will not waive any faults that do not meet MEL standards unless it is assured that the fault will be corrected prior to delivery no later than 1 Oct 97. The Government representative may also waive minor discrepancies that do not affect the MEL or safety of flight. A written record shall be made and retained by the Government of all faults and discrepancies. The contractor shall provide the DHC7 with all time before overhaul having the service life to complete the aircraft lease or replace those items at no additional cost to the Government as those components come due during the basic one year lease, and lease option. 4.2 Delivery. Delivery shall be in conjunction with the acceptance test(s) schedule, not later than October 1, 1997. The aircraft shall be delivered fully fueled and ready for flyaway. The Government will supply flight crews. 5. Government Liability. The Government will notify the Contractor of claims or demands involving or relating to the aircraft. Any claims by the Contractor for aircraft loss or damage shall be processed under the Federal Torts Claims Act, or other applicable federal claims statutes. 6. Period of Performance. The period of performance for this contract is a base period from 01 Oct 97 through 30 Sept 98, and option period 01 Oct 98 through 30 Apr 99. 7. Flight Hours (hrs). 7.1 Base Period. Not less than 300 hrs. and no more than 724 hrs. 7.2 Option Period 1. Not less than 150 hrs. and no more than 362 hrs. 7.3 Additional Flight Hours. The Government, upon exhaustion of flying hours has the option to increase hours in one-hour units. The following Contract Line Item numbers (CLIN's) are applicable: CLIN 0001 BASE PERIOD 12 MO. Lease of a DeHavilland DHC-7 aircraft for one year. Lease to include a not less than 300 hrs. and no more than 724 hrs, from October 1, 1997, through September 30,1998. CLIN 0002 OPTION TO INCREASE QUANTITY 1 HR. Upon exhaustion of flying hours in CLIN 0001, the Government may increase the flying hrs in one hour units from October 1, 1997, through September 30,1998. CLIN 0003 OPTION PERIOD 1 6 MO. 1. Lease of a DeHavilland DHC-7 aircraft for one year. Lease to include a not less than 150 hours and no more than 362 hours, from October 1, 1998, through April 30,1999. CLIN 0004 OPTION TO INCREASE QUANTITY 1 hr. Upon exhaustion of flying hours in CLIN 0001, the Governmentmay increase the flying hours in one hour units from October 1, 1998, through April 30,1999. The following provisions and clauses are applicable to this acquisition: FAR 52.212-1. The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration; provided, that the Government shall give the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option provision. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 18 months. 52.232-18, and 52.232-33. DFARS 252.212-7001 The following clauses are applicable, (b) 252.201-7000, 252.212-7000, 252.219-7002, 252.219-7003, 252.219-7005, 252.219-7006, 252.225-7001, 252.225-7012, 252.225-7014, and 252.233-7000 are applicable to this acquisition. An award will be made to the responsible offeror whose offer meets the requirements of this solicitation at the lowest price. Offerors should furnish literature that demonstrates that their offer meets or exceeds the requirements of the solicitation. Price will be based on the overall cost, including each option. If a proposal submitted in response to this solicitation is favorably considered, a Government survey team may contact the offeror to determine the offeror's ability to perform all requirements listed in the solicitation by applying the standards set forth in FAR 9.104.
