lday@central.unicor.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation for proposal being
requested and a written solicitation will not be issued. The
solicitation number is 1PI-B-2043-97 and this solicitation is issued as
an Invitation for Bid (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-47. The standard industrial classification code is 3520
and small business size standard is 500. UNICOR, Federal Prison
Industries intends to enter into a firm fixed price contract for high
pressure polyurethan processor, rigid foam injection machine, UNICOR
MCS# PDCEP0018. Machine shall consist of a minimum of 40 adjustable
preset shot times. Rigid injection machine (RIM) must control
temperature to within +/- 1 degree Celsius. Must be high pressure rigid
injection machine with a minimum pressure of 16 PSI. Each pump shall be
adjustable from 1:1 to 5:1 and include the following standard features.
Mixed pocket head shall have an adjustable mix chamber, mechancal self
cleaning, no spash pouring, hydraulic actuation and minimum 5 ft. hose
set to mix head. Stainless steel 8 ft boom arm with hydraulic tubing
for both components and oil, air piston for vertical movement, hoses
and fittings. Boom shall be movable from side to side. Wet calibration
station, air actuated dispense valves, dispense ports and stainless
steel splash guard and cub tray. Calibration shall be performed
efficiently with a high level of accuracy. Separately driven oilgear,
axial piston metering pumps capable of 3000 psi continuous pressure
with set lube seal for iso component and adjustable speed drive motors
and controllers. Fully recirculating wet lube system for the
isocyanate metering pump seal assembly. High pressure tempering loop
with in-line, direct heating and hermetic cooling, stainless steel
exchangers for both components with PID temperature controllers.
Temperature set range shall be 64 to 120 degrees F. Closed loop flow
control system with VSE precision flow meters and flow controllers to
monitor flow rate of both compenents in lbs./min. and controls
throughout to within +/- 1% from set point. Micro-processor to control
all mix head functions with timer access module, digital meters for
pressure and flow rate, digital temperature controllers and function
switches and annunciator lights. Heavy duty, high volume hydraulic
package for use with dual function mix heads to include pump, motor,
dual directional valves, accumulator and reservoir. Electrical
requirement shall be 220VA, 3 phase, 60 HZ. Standard manufacturers
warranty to apply. Warranty must be stated in proposal. Delivery point
shall be FOB destination, UNICOR, Federal Prison Industries, Beaumont
Low, Federal Correctional Complex, Route 4, Box 5000, Herbert Road,
Beaumont, TX 77705. Telephone (409) 727-8172. Delivery is required 60
days from contract award. Earlier delivery shall be accepted. The
following provisions apply: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Offerors
are to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items. Also included in
solicitation are the following clauses: 52.212-4, Contract Terms and
Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders-Commercial Items;
52.214-31, Facsimile Bids. Bidders shall submit signed and dated bids
to ATTN: Lisabeth L. Day, UNICOR, Federal Prison Industries, Material
Management Branch, 7th Floor, 400 First St., N.W., Washington, DC
20534. Bids may be faxed to (202) 305-7363 to the ATTN: Lisabeth Day.
Bids may be submitted on the SF33 or letterhead stationary. The date
and time for receipt of bids is August 19, 1997 at 2:00 PM Eastern
Standard Time. Bids must indicate solicitation number, time specified
for receipt of bids, name, address, and telephone number of bidder,
technical description of the item being offered in sufficient detail to
evaluate any discount terms, remit to address if different than mailing
address, a completed copy of representations and certifications at FAR
52.212-3, acknowledgement of all amendments, if any, if bid is not
submitted on SF33, a statement specifying the extent of agreement with
all terms, conditions, and provisions included in the solicitation.
All bids that fail to furnish required representations and
certifications or information or reject the terms and conditions of the
solicitation may be excluded from consideration, bidder must hold
prices firm in its bid for 30 calendar days from the date specified in
receipt of bids, unless another time period is specified. Bids or
modifications to bids received at the address specified for the receipt
of bids after the exact time specified will not be considered. The
Government will award a contract resulting from this solicitation to
the responsible bidder whose bid conforming to the solicitation will be
most advantageous to the Government, price and other price related
factors considered. The following factors shall be used to evaluate
bids: capability of the item offered to meet governments requirement
and price. A written notice of award or acceptance of a bid mailed or
otherwise furnished to the successful bidder within the time for
acceptance specified in the bid, shall result in a binding contract
without further action by either party. Before a bid specfied
expiration time, the Government may accept a bid or part of a bid after
its receipt unless a written notice of withdrawal is received before
award. The bidder must specify business size and classification,
provide tax identification number (TIN), certification of non
segregated facilities, certification regarding payments to influence
Federal Transactions, Buy American Act-Trade Agreements Balance of
Payments Program Certificate. Clauses will be made available to bidders
