The 88 CS/SCMT (DMATS-DAYTON), Wright-Patterson AFB, OH has a
requirement to procure implementation and support services to upgrade
VMX 200L/300XL voice processing system for the period of 01 Oct 97
through 30 Sept 98. This system must be capable of human interception
at the beginning of the call but allow for automatic voice intervention
at any point in the call. It must be capable of turning on
automatically after hours and weekends and it must provide for direct
mail-box voice delivery by the caller, as desired. It must allow for
continued use of other standard features of the existing system. It
must be able to network with at least 70 percent of the voice
processing systems on base that currently networked. The voice
processing system must have a Mean Time Between Failure (MTBF) rating
of at least 50,000 hours. If current and/or future plans include using
the system for FAX and/or LAN integration, an MTBF of 100,000 hours is
desirable. The software must allow each user to define a live
assistance destination. The user must be able to change this
destination from any touch-tone telephone. Octel manufactures the only
voice-processing equipment that completely and seamlessly integrates
with the existing telephone system which is currently being upgraded
for work with P-phones. Octel distributes its products through a
network of dedicated distributors. Only Octel certified distributors
are authorized to perform service on a system during the warranty
period. Of the two distributors licensed to install Octel systems in
Ohio, only Dugdale Communications has a local office, is certified on
all of the systems software to be installed on the system and has
technicians familiar with the electronic telephone system. The 88
CS/SCMT (DMATS-DAYTON) is contemplating a sole source contract with
Dugdale Communication, Inc. in Dayton, OH. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concerns during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
