the response (due) date previously cited in Pre-Solicitation Notice
for Solicitation Number FCGS-Z3-90-0020-5-N. The response (due) date is
changed and corrected as follows: From: 09/11/97 To: 10/16/97. All
other terms and conditions previously cited remain unchanged and are as
follows: The Scientific Equipment Division invites you to participate
in the Fifth Open Season multi-year solicitation for Instruments and
Laboratory Equipment; Analyzers, Synthesizers, Chromatographs and
Counters, covering Federal Supply Schedule Group 66, Part II, Section
N, for the period of June 1, 1998, (or date of award, whichever is
later) through May 31, 2001. This is an indefinite delivery, indefinite
quantity contract with FOB destination. Use of the schedule will be on
a non-mandatory basis. Anyone considering submitting an offer is
advised to review the solicitation thoroughly. Special Notices: 1.)
Under the new modification provision, current contractors are allowed
to offer new special item numbers (SIN'S) at any time during the
contract period. Therefore, current contractor's are not required to
submit an offer under this open season. 2.) A new special item number
(615-1010) for new technologies have been added to the schedule. This
new SIN is for new products made available to the commercial and
Government marketplace. This will be an open-continuous (evergreen)
SIN. Offers under this SIN may be submitted at anytime. There is no
implied guarantee that the products offered will be recognized and
accepted as new technology. New Offerors or current contractors must
submit a cover letter, applicable technical brochures and current
pricelist(s). All materials submitted will be reviewed for acceptance
by the Government's Technical experts. If the offered items(s) are
deemed acceptable by the Government, "New Offerors" will be issued a
complete copy of the schedule Group 66, Part II, Section N,
solicitation with the applicable amendment. All forms will be forwarded
to the Contracting Officer and evaluated for consideration of
award/contract. 3.) During the Fifth (5th) Open Season, Offers will be
solicited for Product Support Options, the applicable SINS are as
follows: ** 615-5000 -- Equipment Maintenance ** 615-5001 --
Pre-Purchase Calibration ** 615-5002 -- Post-Purchase Calibration **
615-5003 -- Extended Warranty ** 615-5004 -- Service Agreements **
615-5005 -- Technical Training ** 615-5006 -- Technical/Application
Development Support In order to provide support options, the offeror
must be an original equipment manufacturer (OEM) or be (OEM) certified
and approved. Offers will be accepted for product support options
only. The offeror shall also comply with regulatory requirements,
guidelines, and/or standards which govern the particular equipment and
are of commercial practice. Offers will be solicited based upon
National coverage within the 48 contiguous states, and the District of
Columbia. Offers will also be solicited for delivery to Alaska,
Hawaii, and the Commonwealth of Puerto Rico. Note: Only One (1)
contract (with the lowest Government price) will be awarded for any
single product support option. 4.) The following is a listing of
changes in the format of FSC Group 66, Part II, Section N, Schedule Of
Items which will improve clarity of wording for specific special item
number descriptions. Special Item Number 615-13 -- Gradient Pumps and
Supercritical Fluid Pumps -- For LC, HPLC, and SFC. (Excludes general
purpose laboratory pumps available under Federal Supply Schedule 66,
Part II, Section O. Special Item Number 615-18 -- Biomedical and
Industrial Particle Counting and Sorting Apparatus and Systems --
Includes directly related accessories and options. Excludes Automated
Bacteriological Colony Counters which are located in SIN 615-17, Blood
Cell Analyzers in SIN 615-19 and portable environmental particle
counting apparatus designed for field work and located on Federal
Supply Schedule 66, Part II, Section R. (Note: The change in
terminology from "Environmental" to "Industrial" is done to prevent
confusion of the laymen as to whether to categorize under schedule 66,
II, N, Q, or R. However, this does not change the content of the
special item number in any way. Special Item Number 615-19 -- Automated
Blood Cell Analyzers and Hematological Analysis Devices and Systems --
Includes directly related accessories and options. The transmittal of
the Fifth (5th) Open Season solicitation will be via diskette,
utilizing word for windows, version 6.0. The solicitation will be
issued on or about September 11, 1997, and the closing date will be on
or about October 16, 1997, 3:30 p.m. eastern standard time. Late
offers will be processed in accordance with FAR 52.215-10 Late
Submissions, Modifications, and Withdrawals of Proposals. Should you

a concern fails to respond to a solicitation, it's name shall be
removed from the mailing list. Concerns that have been removed from the
solicitation mailing list may be reinstated: 1.) Upon written request;
2.) By filing a new application on standard form 129; or 3.) By the
submission of an offer. Debarred or suspended firms shall not be
reinstated during the period of debarment of suspension. Contractors
awarded a contract under this multiple award schedule will be required
to place their pricelist(s) on a menu driven-on-line database system
designed to provide customers w/access to products and services under
GSA contracts. Contractors will be encouraged to transmit their file
submissions electronically through EDI Government Facnet System using
a Value Added Network (VAN). The necessary format and information will
be provided on diskette to contractors who are not EDI capable. If you
