Squadron intends to award a purchase order, under other than full and
open competition, to Spectrum Sciences & Software, Inc. for the
procurement of Hazard software and associated licenses and manuals for
use by various DoD agencies. Hazard is a user-friendly, graphical user
interface software used for collection, storage, manipulation, and
display of data and weapon safety descriptors for air-to-surface
munitions delivery at weapons ranges. Weapon safety descriptors are
two-dimensional geometric shapes (footprints) defining the minimum land
requirements needed for the safe employment of given munitions, from
specific aircraft, under specific release conditions, over a variety of
soil densities and target types. The Air Force intends to purchase
Hazard software to meet the following requirements, in addition to
others: the software must be fully capable of using existing or
modified Hazard footprint libraries; it must be compatible with current
DoD desktop computer software/hardware (i.e. Windows 95 environment on
IBM-compatible 486 personal computers, or better); existing and new
footprints and ArcView GIS-generated range maps must be easily
integrated into the Hazard footprint libraries and readily manipulated
by the software; the software must accurately portray all footprints
in all display modes; combining, moving, or otherwise manipulating
footprints must not result in incorrect portrayals of basic footprints
or degradation of required containment and confidence levels; the
software must be Year 2000 compliant; it must allow range managers to
easily add or delete footprints to/from the Hazard footprint library,
individually and in groups; it must be able to import footprints,
individually and in groups; and the library contents must be accessible
by the software but not an inherent, inseparable part of the software.
The Air Force intends to procure one DoD-wide site license for use of
Hazard software by all DoD users, to include initial delivery of 50
copies of the software and manuals and authority for unlimited
distribution and use by all DoD users, including contractors while they
are providing direct support to DoD contracts. Delivery of all items
must be made to Langley AFB VA on or about 1 Oct 97. The Air Force
intends to conduct this procurement in accordance with Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items,
and FAR Subpart 13.6, Test Program for Certain Commercial Items. This
proposed procurement is for supplies for which the Government intends
to solicit and negotiate with only one source under the authority of
10 U.S.C. 2304(c)(1) as set forth by FAR Subpart 6.302-1, Only one
responsible source and no other supplies or services will satisfy
agency requirements. Interested parties may respond in writing to the
ACC Contracting Squadron no later than 27 Aug 97. All responses will be
evaluated by the Contracting Officer in accordance with Air Force FAR
Supplement Subpart 5315.402. All requests for solicitation must be made
in writing. Requests and responses by facsimile machine will be
accepted at 757-764-9773. All responsible sources may submit a
