PROGRAM (PLV). The government currently has contract DASG60-86-C-0014
with Lockheed Martin Corporation, 1111 Lockheed Way, Sunnyvale,
California 94088-3504 for Payload Launch Vehicles (PLV) and integrated
launch services to insert Exoatmospheric Kill Vehicles (EKV) into a
point in space in a series of National Missile Defense (NMD) strategic
missile flight tests. The government plans to award a follow-on
contract for the acquisition of four (4) additional PLVs and spare
parts which are flight qualified and ready for integration and testing
with EKVs, with subsequent shipment to Kwajalein Missile Range (KMR)
for flight tests. Lockheed Martin has designed, developed, and
fabricated PLVs together with specially designed mission launch and
control equipment (MLC) and flight control software. The Lockheed
Martin PLV is used to conduct NMD EKV research and development flight
tests. These research and development and research items are
specifically designed for integration into the PLV.Accordingly, the
government has determined that award of this effort to other than
Lockheed Martin would result in substantial duplication of costs to the
government and would cause substantial delays in BMDO directed NMD
integrated flight test schedules. This effort will consist of the
fabrication, integration and test of four PLVs to the point they are
ready for EKV integration in the EKV Systems Test Area (ESTA). A TOP
SECRET facility clearance is required. See Note 22. The proposed effort
will not be open to foreign participation. As permitted by Note 22,
interested firms may submit their written qualifications to this
office, ATTN: Ms. Debbie Parker, and should reference DASG60-97-C-0090.
