Smith/Rakbe/ [937]255-2856 The United States Air Force Aeronautical Systems Center Reconnaissance Systems Program Office Contracting (ASC/RAKBS), Wright-Patterson AFB OH, has received authorization to pursue on a sole source basis with Science Applications International Corporation (SAIC), Satellite Beach FL, the continued development of the United States National Data Center (USNDC). ASC/RAKBS anticipates releasing a request for proposal to SAIC by approx- imately 29 Aug 97. Direct all questions or comments and routine commun- ication concerning this acquistion approach to the point of contact in item 11 above or to Vance Leifheit, ASC/RAKBS, Bldg 557, 2640 Loop Road West, Wright-Patterson AFB OH 45433-7106 at (937)255-3043. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confident- iality as to the source of the concern. The Ombudsman does not partici- pate in the evaluation of proposals or in the source selection process.
