The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) intends to negotiate on a sole source basis with the Policy Resource Center, Inc., 1555 Connecticut Avenue, NW, Suite 200, Washington, D.C. 20036. The purpose of this requirement is to analyze 1998 data on county and local-level behavioral health systems collected by the Policy Resource Center, Inc. The data is collected for the National Association of County Behavioral Health Directors (NACBHD) on an annual basis. Until now, PRC/NACBHD gathered this data at the state level; for the first time, they will gather information directly from country-level behavioral health authorities. The data will be collected from all county and local behavioral health authorities in the U.S., or from a valid, generalized sample. The period of performance is twelve (12) months. This award will be made using simplified acquisition procedures. The Government reserves the right not to open this requirement to competition based upon the responses of this notice. Technical responses and requests received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement within fifteen (15) days from the date of publication of this notice.
