DCoger@psc.dhhs.gov. The Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Mental Health Services (CMHS)
intends to negotiate on a sole-source basis with the University of
California, Institute for Health and Aging, 3333 California Street, San
Francisco, California 94143. The purpose of this requirement is to
establish a database of State level data on policy trends affecting
mental health services for the elderly; aggregate level utilization;
the role of managed care in the organization and delivery of mental
health care; and expenditures. Such data will be accessible to policy
makers, consumers, advocates, and organizations providing mental health
services. Once established, this database will be available for
technical assistance and educational purposes to (1) bring about a
broader understanding of Federal devolution and changing public policy
with respect to mental care and managed behavioral health care
services for the elderly; and (2) assist the CMHS and other policy
makers in identifying and developing an understanding of the data
issues that are raised and the needed resources for data under
devolution. The period of performance shall be for twelve (12) months.
The award will be made using simplified acquisition procedures. The
Government reserves the right not to open this requirement to
competition based upon the responses to this notice. Technical
responses and requests received as a result of this notice of intent
will normally be considered solely for the purposes of determining
whether to conduct a competitive procurement. Interested firms must
submit clear and convincing data substantiating their capability to
satisfy this requirement within fifteen (15) days from the date of
publication of this notice. NO SOLICITATION PACKAGE IS AVAILABLE. If no
affirmative response is received award will be made to the University
of California. All responses must be in writing and reference
