Institute of Standards and Technology (NIST) intends to acquire the
services of a small-business set-aside contractor, under Standard
Identification Code (SIC) 8732, to provide research and service
assistance in the Optical Properties and Infrared Technology Group of
the Optical Technology Division. The contractor shall provide research
and service assistance in the following areas: 1) Operation and
maintenance of the Medium Background Infrared Calibration Facility; 2)
Operation of the Low Background Infrared Facility for the calibration
of blackbodies and other types of infrared sources of radiation; 3)
Operation of Fourier transform and laser based systems for
characterization of infrared optical materials, detectors and sources.
The services shall be performed at NIST. The contractor shall provide
Key Personnel that meet the following minimum requirements: A. Ph.D in
Physics or: 1) related fields with an emphasis in Experimental
Condensed Matter Physics; 2) similar experience suitable for completion
of the tasks required for operation within the laboratory environments;
3) experience with Fourier transform (FT) instrument use in the
Infrared for measurement of sample transmittance along with a thorough
understanding of the theory and software processing details of the
data manipulation and analysis, taking the raw signal from the detector
and performing phase correction, apodization and numerical filtering to
it and then preparing the data in proper format for Fourier transform
processing; B. At least two years of post-doctoral experience for the
Ph.D. physicist; C. Experience with cryogenic operation of Infrared
detectors for use at both liquid helium and/or liquid nitrogen
temperatures; D. Experience with the design and fabrication of
ultra-high vacuum and cryogenic equipment, or experience in the
programming and interfacing of equipment such as motion control systems
with Fourier transform spectrophotometers and E. Experience with large
scale cryogenic systems such as those used in the Low Background
Infrared Facility, e.g. Process System International Model 1400 series
helium refrigerators and compressors, or experience with infrared
laser systems and their setup for detector and material
characterization. The method of procurement is through an indefinite
delivery, indefinite quantity contract. During any single 12-month
period, the minimum level of effort required shall be 1,840 direct
labor hours, with the option of increasing the level of effort up to a
maximum of 9,200 direct labor hours. The period of performance is
anticipated to be 12-month periods, with the option of extending four
additional 12-month periods. All responsible sources may submit a
