National Guard, Lincoln, Nebraska to support Military Department
investigation services, design services and inspection for project
number 310066: Camp Ashland Flood Protection and Damage Minimization.
The project to be designed includes a ring levee around the developed,
cantonment area of the Camp. The levee will be built to an elevation
that will protect the developed area from a 100 year level flood with
a foot of freeboard. To achieve no-rise conditions in the flood plain
a channel must be designed on Camp property to offset the levee
structure flow obstruction. The Camp access roads will be designed to
remain passable during a 10 year level flood. Culverts, roadway
alterations, and drainage from inside the levee structure along with
other auxiliary design will be part of the project. The
Architect-Engineer will consider an existing conceptual design,
environmental considerations, hydrology study, topographical survey and
cost estimate as a basis for design. Coordination with the Corps of
Engineers, the Natural Resources District, Sauders County, and other
agencies will be required. Design submittals will be reviewed at the
10% completion level and at other designated levels of completion.
Estimated cost of construction is between $1,000,000.00 and
$5,000,000.00. Significant specific evaluation factors in relative
order of importance are: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competency; (3) Capacity of the Firm to
accomplish the required services; (4) Past performance on Federal
Contracts; (5) Location of the Firm with respect to the project site;
(6) Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
design; (7) Volume of DOD work awarded to the firm during the last 12
months; Architect-Engineer firms that meet the requirements described
in this announcement are invited to submit completed Standard Forms 254
and 255, Government Architect-Engineer Qualifications to the above
office. Firms responding to the announcement within 30 calendar days
from publication of this notice will be considered. If the 30th day
falls on Saturday, Sunday or a U.S. Government holiday, the deadline is
close of business on the next business day. This is not a Request For
Proposal. See numbered Note 24. It is requested that interested firms
list the fee amount and date of all DOD contracts awarded during the
last 12 months to the firm and all subsidiaries in block 9 of the SF
255. The business size status (large, small and or minority) should be
