is seeking Qualification Statements from design/build firms wishing to
be Prequalified for award of a Guaranteed Maximum Price (GMP)
design/build contract to design and construction of a new Processing &
Distribution Center (P&DC) in Royal Oak, Michigan. Construction
estimates for this project are in the range of 35 to 45 million
dollars. The scope of work for services include design and construction
of a new P&DC consisting of approximately 668,000 square feet of
processing and distribution space, administrative office area,
associated parking and maneuvering areas. The material handling
equipment will be awarded under a separate contract. The successful
design/build contractor will be expected to coordinate its work with
the material handling contractors. Total period of design and
construction of this project will be 546 calendar days. Only the most
highly qualified contractors will be prequalified. To be considered for
Prequalification: the firm must be financially capable; Five (5) years
experience as a Design/Build entity, in Design/Build, Design, or
construction; two (2) comparable projects completed or ongoing within
the past five (5) years one of which must be new construction; and
demonstrate experience performing cost reimbursable GMP type contracts.
"Comparable projects" are defined for the purposes of this solicitation
as design/build projects, new construction or expansion of light
industrial or similar complexity incorporating material handling
systems with a minimum of 300,000 square feet in size and a
construction cost of $20 million or more. The contractors Qualification
Statement will be evaluated in accordance with the following criteria
listed in order of importance: Experience, Past Performance,
Organization, Backlog, Financial Capability, and a Responsibility
Verification. The USPS intends to issue a Request for Proposal (RFP) to
Prequalified firms only. The USPS will select the offeror that provides
the Best Value to the Postal Service, taking into consideration
technical and cost related factors. Primary consideration will be given
to superior technical or management features rather than the lowest
overall cost. Prequalification packages are available now and can be
