CONTRACT INFORMATION: Needed is a hydrologic and hydraulic modeling
expert to participate on a 3 member technical committee to review,
evaluate and make recommendations on the procedures used in measuring
and accounting for the diversion of water from Lake Michigan at Chicago
by the State of Illinois. This announcement is limited to small
businesses with an annual average gross revenue which has not exceeded
2.5 million dollars over the last three fiscal years. The standard
industrial classification for this requirement is 8711. This contract
is subject to the availability of fiscal year 1998 funds. It is
anticipated that approximately 3 to 4 months worth of involvement over
a 9 month period will be required by the committee members. The
contract is scheduled to be awarded in early 1998. 2. PROJECT
INFORMATION: A 1967 US Supreme Court decree limits the State of
Illinois from diverting more than 3,200 cfs from Lake Michigan. A 1980
amendment to this decree called for the establishment of a 3 member
technical committee to review and report its findings and make
recommendations as to whether the present accounting procedures use the
best current engineering practice and scientific knowledge in computing
the diversion. 3. SELECTION CRITERIA: Selection of the modeling expert
will be based upon the candidate's recognized experience and technical
expertise in hydrology and flow measurements. The 3-member technical
committee will be composed of a chairperson, a hydrologic and hydraulic
modeling expert, and an expert in flow measurements. The criteria used
in evaluating the modeling expert will consist of: 1) education and
experience in hydrology, hydraulics and computer modeling, 2)
hydrologic and hydraulic experience with the diverted Lake Michigan
watershed and the watersheds of northeastern Illinois, 3) knowledge of
statistical analyses as applied to hydrology and hydraulics, and 4)
experience in flow measurements. The following individuals are not
eligible for selection to the committee: any Corps of Engineers
employees or any employees or paid consultants of the parties of the US
Supreme Court proceedings other than the consultants of the US. 4.
SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested individuals having the capabilities to perform
this work must submit two copies of SF 255 (11/92 edition), and two
copies of SF 254 (11/92 edition) to the above address not later than
the close of business on the 30th day after the date of announcement.
If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline
is the close of business of the next business day. Include the
individual's ACASS number in SF 255, Block 3b. For ACASS information,
call 503-326-3459. A project-specific design quality control plan must
be prepared and approved by the Government as a condition of contract
award, but is not required with the submission. Solicitation packages
