U.S. Army Chemical and Biological Defense Command (CBDCOM) and the Army
Executive Agent for Chemical Treaty Compliance anticipate negotiations
with BDM Federal Corporation, McLean, VA on a non-competitive basis.
CBDCOM and the Army Executive Agent for Chemical Treaty Compliance
require relational database management system engineering and software
development to complete and refine system development begun under
Defense Special Weapons Agency Contract #DNA001-90-C-0176, to include
the ability to: (a) store toxic chemical munitions and bulk ammunition
(TCM/BA) inventory accountability data in accordance with ammunition
accountability regulations, including monitoring the status of chemical
stock, monitoring inventory levels, monitoring stock movements and
transfers, creating and managing grand lots, processing material
release requests and orders, issuing controlled document numbers,
planning and reporting on annual inventory procedures and maintaining
information on past transfers of chemical weapons between states
parties to the Chemical Weapons Convention (CWC); (b) provide data
supporting U.S. Treaty Declarations in complying with the multilateral
CWC, including current chemical weapons stockpile levels, chemical
demilitarization destruction scheduling and reporting, historical
production data, former production facility destruction, current
research and development facility reporting, and non-stockpile chemical
items; (c) provide day to day operational support including physical
operation of system hardware and software, acquiring and installing
commercial hardware and software upgrades, help desk functions, user
training, and interface with government project and system support
personnel. It is imperative that there be no lapse in support between
the current contract effort which ends on 30 September 1997 and pending
contract which will commence 1 October 1997. If any responsible source
other than BDM Federal Corporation can fulfill the above requirements
and wishes to submit a proposal, it will be considered. See Note 22.
