A two-step bidding process will be used for selection of a subcontractor to excavate, transport and dispose of contaminated soils and sediments present at the Lower Ecorse Site in Wyandotte, MI. The Contractor is CH2M HILL, Inc. and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W8-0040. The project consists of constructing a decontamination pad, clearing and grubbing, excavation, transportation and disposal of debris and excavated soil, restoring the site, and implementing a subcontractor quality control and health and safety program on a listed U.S. EPA CERCLA hazardous waste site. (Characterization data indicuates soil, sedimate and water are non-hazardous. The project cost is estimated to range from $200,000 to $250,000. Under the two-step bidding process, interested subcontractors will submit a separately sealed technical proposal and separately sealed pricing proposal. Company experience, project approach, financial record, health and safety policies/record are factors that will be evaluated. Only those offerors whose technical proposals meet the RFP requirements will be eligible for Step Two. During Step Two, the pricing proposals of eligible offerors will be opened and award will be made to the eligible offeror with the lowest bid. The RFP package will include an additional description of the project and will specify the factors for evaluation. The RFP package will be available of August 25, 1997. Requests for the RFP will be received by phone or mail until September 3, 1997. A mandatory pre-bid meeting will be held on September 3, 1997 at 1:00pm at the CH2M HILL Detroit office, followed by a site visit.
