J -- INDUSTRY MEETING AND FORUM FOR MAINTENANCE, OPERATIONS, AND RECURRING SUPPORT SERVICES OF BASE TELECOMMUNICATIONS SYSTEM AT CONUS BASES POC . Rhonda Trent or Rita Blair (405)734-9399 CONTRACTING OFFICER: Rita Blair (405)734-9399 This is a notice of a joint industry/government meeting scheduled for 8:00 a.m., 25 Sep 97 at the Tom Steed Auditorium, Rose State College, 6420 SE 15, Midwest City OK to discuss the government's intent to establish a qualified vendors list for operations, maintenance and recurring support services of the Base Telecommunications Systems (BTS) at AF bases CONUS-wide. The BTS is an extremely complex system that incorporates a telephone switching system, base fiber optic and copper distribution systems, numerous telecommunications components (key systems, small command and control PABXs, conference alerting systems, etc), and other items to provide a communications system that is vital to the command and control of Air Force organizations. Moreover, the BTS operations and maintenance contract may cover local and wide area networks that increase the complexity of the systems. These contracts are the heart of AF communications requiring a high degree of technical knowledge and competence with the ability tomaintain, provide expansion services of the distribution system, in-house wiring, and customer premise equipment, and present inputs as to the current status of the BTS. Systems to be maintained are diverse requiring the utmost in software and hardware maintenance capability to maintain communications systems which are unique in their application providing support to a defined community of users involved in wartime mission requirements. Each base has a wide range of complexity from current digital technology to 1950 vintage analog systems. Vendors will be pre-qualified and a Qualified Vendors List (QVL) established. Under this streamlining initiative, prospective offerors will be required to submit their technical and past performance qualifications annually rather than with every solicitation. The QVL will be established through an evaluation process and will be open continually. Following detailed discussions, those offerors determined technically acceptable will be placed on a QVL for future procurements. After establishment of the QVL, separate RFPs will be issued to the pre-qualified vendors for individual base requirements and the submission of pricing proposals and updated past performance information. This would negate the repetitive requirement for the vendors to submit almost identical technical and past performance volumes for each procurement. Technical competence must be demonstrated in operation and maintenance, including parts replacement of switching systems, inside and outside cable plant (fiber optic and copper installation and maintenance), ancillary equipment, customer premise equipment (key systems, dial-up modems, telephone sets, etc), maintenance of LAN hubs/routers/fault isolation, and telephone switchboard operations. Technical competence includes expansion of building in-house wiring, outside fiber optic and copper distribution, and customer premise equipment. There are both commercial and Defense Switched Network (DSN) trunks, access to FTS 2000, local city exchange lines, hot lines, data circuits, radio circuits, and crash nets. Contracts are typically for a base year and four option periods totaling approximately 60 months. We invite your participation in an industry/government meeting on 25 Sep 1997 to discuss the technical documents located at web site: https://www.eiw38.af.mil/contracting/lgcvo/introhp.htm. Any questions/comments on the technical documents should be provided not later than 10 Sep 1997. Provide a list of your attendees not later than 16 Sep 1997. Points of contact for this effort are: Rita Blair or Rhonda Trent, 38 LS/LGCO, 4022 Hilltop Rd, Tinker AFB OK 73145-2713; telephone 405-734-9399, fax 405-734-9220.
