International Development (USAID) seeks a contractor/individual
consultant(s) to prepare and draft USAID Annual Food Assistance Report
-- 1997 in accordance with Section 407(g) of the Agricultural Trade
Development and Assistance Act of 1990 requirements. USAID is required
to report to the Food Security Policy Council an annual tally of food
aid activities for inclusion in the overall USG annual report to
Congress. The 1997 report will be a composite of: USAID's food aid
programs and policies, data on USDA programming of Title I and Food for
Progress, development of a U.S. Action Plan on Food Security as a
follow up to the Commitments enunciated at the November 1996 World Food
Summit, USAID's Africa Food Security Initiative for FY 1998, U.S.-EC
coordination on Food Security including the proposed Food Aid Code of
Conduct, U.S support to the World Food Program, and more. The
contractor/individual consultant(s) is/are required to possess
expertise in Food Security/Ag. Design/Evaluation and Food
Security/Nutrition Design/Evaluation major areas. This procurement is
100% set-aside to Small Business entities with SIC code 8742
(Management Consulting Services, Small Business Size Standard $3.5
million). Independent US consultants are also eligible. Small business
offerors shall include a self-certification statement to the effect
that they are SBA certified. All bidders are required to provide
Contractor Establishment Code (CEC) and Taxpayer Identification No.
(TIN). The adward will be made to the bidder whose proposal is
determined most advantageous to the Government, price and other than
price factors considered. Other factors include: contractor past
performance, working knowledge of current food security issues,
familiarity with monitoring and evaluation methodology, performance
indicators and program impact measurement, established level of
contacts with the US PVO community, USDA, Food Aid Coalition, etc.
Responses should include a brief narrative statement addressing other
than pricefactors. Price is significantly more important than other
factors in the selection of a successful offer. The award is envisioned
to be made and performance shall begin on or about September 15, 1997.
The report (tentatively entitled: "USAID -- Annual Food Assistance
Report -- 1997") shall be delivered in a camera ready form not later
than October 29, 1997. The preferred method of distribution of USAID
procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This
CBD notice can be viewed and downloaded using the Agency Web Site. The
RFQ, once issued, can be downloaded from the Agency web site. The
Worldwide Web address is http://www.info.usaid.gov. Select Business and
Procurement Opportunities from the home page, then "USAID
Procurements." On the following screen, select "Download Available
USAID Solicitations." The RFQ can also be downloaded via Anonymous File
Transfer Protocol (FTP). The FTP address is FTP.INFO.USAID.GOV. Logon
onusing the user identification of "anonymous" and the password is your
e-mail address. Look under the following directory for the RFQ:
pub/OP/RFQ/FAO97013/fao97013.rfq. Receipt of this RFQ through INTERNET
must be confirmed by written notification to the contact person noted
above. It is the responsibility of the recipient of this solicitation
