R -- CONSULTATION FOR REVIEW OF HEALTH AND SOCIAL SERVICES PROGRAMS TARGETED TO HISPANIC/LATINO AMERICANS POC Cheryl L. Howe (202) 690-5552 The Department of Health and Human Services intends to negotiate with the Inter-University Program for Latino Research (IUPLR) of the University of Texas, Austin, TX 78713-8180 on a sole source basis under authority of FAR 6.302-1 to review the Department's services research, demonstrations and evaluations targeted to Hispanic/Latino Americans. In order to successfully achieve the objective of this project, the organization must have experience in Hispanic/Latino applied health and human services research, and also have the capability to bring together a group of consultants who can provide consultation to the government on the complexities of health and social services delivery systems and how those systems impact the diversity of cultures within the Hispanic/Latino community. The IUPLR is unique as an Hispanic/Latino American organization in that it represents a consortium of 13 Latino research centers based at major universities across the United States. It is the only nationwide university-based research organization that brings together scholars from a wide variety of disciplines to conduct policy- relevant research on Hispanic/Latino Americans. The IUPLR is entirely devoted to applied services research and has the capacity to bring consultants to the review of HHS research, demonstrations and evaluations that will be able to give DHHS a broad and diverse spectrum of viewpoints on the gaps in the knowledge base of services research to Hispanic/Latino Americans. This project represents an opportunity for DHHS to work with a national Hispanic/Latino organization in fulfilling its obligations under the Secretary's Hispanic Agenda for Action. The purpose of this synopsis is to determine whether there may be other sources with the requisite background and qualifications to perform the work described above. Any organization capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
