financial advisory services required with respect to the sale of the
single family properties on behalf of HUD and provide an overall
portfolio strategy plan in the development of a methodology to
privatize HUD's REO operation via the sale of single family properties
that is cost efficient and effective, maximizes the sales proceeds of
these properties to HUD, and furthers HUD's mission of providing
decent, safe, and affordable housing. These services may be performed
utilizing the services of one or more subcontractors and/or teaming
partners as deemed necessary. In addition to developing the
privatization method(s), the contractor will also be required to: (1)
manage and coordinate with HUD staff and any other contractor to assist
in the sale so that the return to HUD exceeds the current estimated
value to HUD, (2) coordinate communications with HUD staff, (3) provide
advice and guidance regarding the portfolio analysis, (4) manage and
coordinate the work of its subcontractors, (5) monitor progress, which
includes participation in regular meetings with HUD staff to monitor
the progress of the single family sales program, along with the
preparation of status reports, (6) provide credit reform analysis and
presentation, (7) provide bid optimization, (8) audit all phases of the
sale process for quality control and management of unique or unforeseen
problems. The contractor shall also perform other sale program issues
related to: sales structuring and design, due diligence (as needed),
marketing, pricing support, bid date administration, pre-bid and post-
bid support, document preparation, Federal budget and credit reform
support, and closing services. It is anticipated that this solicitation
will result in an award of one fixed price contract for a base period
of twelve (12) months and three (3) one year option periods. A
pre-proposal conference is contemplated soon after the release of the
RFP. The exact date and time will be set forth in the solicitation. The
solicitation will be available on or about September 2, 1997. Offerors
may obtain a copy of the solicitation by submitting a written request
