Officer (803)566-5155 ext 220 This is not a synopsis to advertise a
solicitation that is ready for release, but rather a synopsis to
determine whether there are a sufficient number of responsible sources
who can meet a forthcoming competitive United States Air Force (USAF)
requirement for handyman duties for motor vehicle operation and
maintenance and maintenance of buildings and grounds. This synopsis is
also being used to conduct market research to ascertain whether the
requirement may be solicited pursuant to Federal Acquisition Regulation
(FAR) Part 12 "Acquisition of Commercial Items." Offerors responding to
this synopsis must be able to (1) operate a 5-ton dump truck for
hauling and spreading of dirt, sand, gravel, rock, asphalt and other
related materials (2) operate motor graders to maintain roads, road
shoulders; to clear, cut and shape drainage channel, as well as to
spread and level materials for road beds and construction projects or
site preparation; backfill trenches and reshape unpaved roads and
parking lots; blade mix and spread asphalt materials (3) operate
front-end loader with 1 to 4 yard bucket to load sand, gravel, rock and
dirt; perform excavations, backfills and back drags over roads,
culverts and pipelines (4) operate D-6 and TD-20 dozers for clearing
land of trees and stumps; cut drainage ditches and backfill over pipes
and culverts; cut fire breaks, stock pile material and cover refuse in
dump (5) operate runway, ramp and street sweeper (6) operate
tractor-mounted backhoe and front-end loader to perform excavations for
water, sewer, electrical distribution lines and culverts (7) operate
gasoline and diesel-powered grass cutting equipment (8) operate 20 to
40 ton cranes, wheel and track-mounted to lift heavy objects and load
flat-bed trucks; perform rigging on all crane attachments and adjust
operating clutches (9) operate farm tractors with plows, spreaders,
harrows, disks, and drags to prepare soil, plant seeds, spread
fertilizer and maintain wildlife food plots (10) operate 10K adverse
terrain (A/T) forklifts to unload or download transit supplies and
equipment. To load tractor trailers and assisting with aircraft loading
and to free stuck vehicles and equipment (11) perform troubleshooting,
operator and minor maintenance on all vehicles (12) perform minor
electrical repairs or replacement of switches, sockets, light fixtures
and bulbs (13) replace or repair water distribution pipes (14) repair
damaged sidewalks, culverts and reinforced concrete drainage pipes
(15) repair interior and exterior framing, walls, doors, windows, trim,
etc; construct wood frames and forms for repairs and special projects
(16) prepare and apply protective coating to surfaces, structures and
equipment (17) prune trees and shrubs and cut grass; mend or replace
perimeter fences; operate gasoline-powered saws, weedeaters and lawn
mowers. The major requirement of this job is the ability to operate
various motor vehicles as noted above. Secondary skills and abilities
are required in the minor operator maintenance of the motor vehicles as
well as helping to maintain the buildings and grounds. A basic handyman
knowledge of general carpentry, plumbing, electrical and masonry work
is highly desirable. Work is on the most part outdoors with exposure to
heat, rain, dust and other environmental conditions. Please advise if
this requirement is considered to be a commercial or commercial-type
service. Potential offerors who believe that they may be poised to
respond to the aforementioned competitive requirement (when released)
are requested to provide a Statement of Work (SOW) by August 19, 1997.
The services listed above are currently performed by one
person/handyman. The SOW should describe the type of services stated
above that you have provided to commercial activities employing one
