place an order under Basic Ordering Agreement N00019-94-G-0291 with
McDonnell Douglas Corporation, St. Louis, MO., to conduct an
engineering study on the Forward Fuselage Avionics Bay Structural
Analysis using Revised Dynamic Loads. MDA will analyze the equipment
shelves and support structure in avionics bays 3 L&R and 4 L&R. The
analysis will be based on dynamic data from D51 and F1 testing and will
result in the generation of static and fatigue margins of safety for
the shelves and support structure. NAVAIR intends to negotiate and
award this order to McDonnell Douglas Corporation, the designer,
developer and sole manufacturer of the F/A-18 aircraft, and, as such,
the only firm possessing the requisite technical knowledge and
expertise, facilities, tooling and special test equipment necessary to
perform these efforts within the required timeframe. See Note 22 --
