to negotiate on a sole source basis with Brite Voice Systems for the
upgrade of the STELA system hardware and software. They are a reputable
leader in the field of automated voice technology and they are
currently able to meet our system requirements. This procurement is
critical to be able to support the exporting community in providing
reliable license application status information into the 21st century.
We feel extremely confident that our current application can be
migrated to run more efficiently on this system which will minimize
re-programming costs to the host ECASS system. The current STELA voice
recognition system must be upgraded from its present configuration to
be Year 2000 compliant. As a result, the following by BXA will be
necessary to purchase the hardware and software necessary for timely
completion of this task: (1) IVR Digital Voice Processor w/48 phone
line capability (1)ea.; (2) 166 MHZ CPU Application Processor (1)ea.;
(3) Software Installation Support, (1)ea. and (4) Maintenance Support
(1)ea. Any other offerors that can provide this equipment/service are
invited to submit information as to their capabilities and any other
pertinent data to the address above, to be received no later than 15
days after the date of this notice. No solicitation document exists;
therefore a request for such document will not be considered. Award
will be made under Simplified Acquisition Procedures. (Reference No.
