B -- MEDICAL WASTE INCINERATOR FOR TEST TO DESTROY ILLICIT SUBSTANCES SOL YC-11122 DUE 091697 POC J. D. Carroll (423) 751-3364 The Tennessee Valley Authority (TVA), on behalf of the Office of National Drug Control Policy, Counterdrug Technology Assessment Center (ONDCP/CTAC), is requesting proposals for a transportable medical waste incinerator (MWI) as a field test unit and associated operational support services to provide a short-term test of the MWI technology for the destruction of seized narcotics/contraband materials. The MWI will be located in the San Diego, California area, probably at Otay Mesa. The MWI shall meet all Federal, State, and Local permitting standards and regulations and be permitted by the San Diego Air Pollution Control District (SPAPCD) for demonstration operations. The MWI will be tested during this field demonstration for approximately 1 month. The system shall be transported by the contractor to the site near San Diego for the demonstration. The system shall not require exceptional water, power, sewer, or other utility services. Any water that is discharged from the system to the sewer shall passall industrial waste water standards and regulations associated with the appropriate county or district. The MWI system will be required to: (1) Destroy at least 40,000 pounds of narcotics with all associated coverings, over a 1 month period; larger destruction capabilities are preferred; (2) Demonstrate a throughput of at least 300 lbs/hr for 5 consecutive days, 6 hrs/day; larger destruction capabilities and longer times preferred; (3) Provide gas and water monitoring throughout the demonstration as required by SPAPCD. The contractor shall provide operator/engineering support sufficient for the entire demonstration at the test site. The DEA shall provide all personnel necessary for loading targeted materials in the MWI system. Data will be collected to help determine the appropriate modifications required, if any, to destroy such inorganics in a cost effective manner. The material, the amount to be destroyed, and the extent of destruction shall be agreed upon by the contractor and the Project Manager. (0225)
