originally published in the CBD dated Friday, July 18, 1997. The
description of A-E Services is amended to include finalizing the draft
design package. The estimated price range for this project is between
$500,000 and $1,000,000. The project is to be completed within
eighteen months of contract award. The corrected synopsis is reprinted
in its entirety as follows: The Pacific Division, Naval Facilities
Engineering Command (PACNAVFACENGCOM) plans to acquire on a sole source
basis, a contract with Tetra Tech Environmental Management, Inc (Tetra
Tech) to conduct a treatability investigation of an electrokinetic
remediation technique to remove lead from soil at Building 394, Pearl
Harbor Naval Shipyard, Oahu, Hawaii. The A-E services in support of the
treatability investigation will include finalizing the draft design
package, mobilization, installation of the electrokinetics system,
conducting performance monitoring, providing system operation and
maintenance, demobilization of the system, preparation of the Removal
Verification Report (RVR) and the Removal Action Decision Document
(RADD). In addition, the A-E services will include evaluation and
consolidation of EPA's efforts to achieve closure of the site. The
estimated price range for this project is between $500,000 and
$1,000,000. The project is to be completed within eighteen months of
contract award. The treatability investigation is in cooperation with
the U.S. Environmental Protection Agency (EPA) Superfund Innovative
Technology Evaluation (SITE) Program. This acquisition will be
negotiated on a sole source basis with Tetra Tech under the authority
of FAR 6.302-1 (Only one responsible source and no other supplies or
services will satisfy agency requirements). Tetra Tech is the only
practical source for providing the necessary support for
PACNAVFACENGCOM because they are the only EPA approved contractor for
demonstrating physical and chemical treatment technologies under the
