091597 POC Robert Bencal, 215/656-6606 1. CONTRACT INFORMATION: The
Philadelphia District, U.S. Army Corps of Engineers intends to award a
one-year Indefinite Delivery Basin Planning Services Contract with
options for two additional one-year periods. The maximum task order
limit is $400,000.00. The cumulative total for all task orders in
either the base or any option year shall not exceed $400,000.00. The
cumulative total of all task orders for the base and option years shall
not exceed $500,000.00. The base or an option period shall not exceed
12 months. The award of an option shall be based on reaching the dollar
limit or the time period at the discretion of the contracting officer.
2. PROJECT INFORMATION: The primary purpose of the contract is to
support the Corps in carrying out its missions in the Delaware River
Basin and Estuary, which includes portions of the states of New York,
Pennsylvania, New Jersey, Maryland and Delaware. The A/E will primarily
provide assistance to the Project Development Branch within the
District, by making planning, engineering, economic, and environmental
investigations pertaining to various Corps of Engineers projects or
studies. Work under this contract may also include other locations,
support to other Corps Districts and work under the Work for Others
Program. The contract will require primary specialized experience in
water resources planning and engineering investigations, and
preparation of studies and reports. Specialized experience in
environmental sample collection, testing and analysis will be a
secondary evaluation factor. Firms must have available professional
disciplines experienced in the following fields: flood control, plan
formulation, institutional studies and financial analysis, public
involvement, economics, hydrology and hydraulics, engineering (civil,
structural, geotechnical), draftsman/illustrators, environmental
scientists, estimators, geologists, systems analysts, technicians,
report writers, and word processors. The firm shall provide
demonstrated environmental sample collection and testing and analysis
capabilities which meet Federal, State and local codes and regulations.
Other sample collection, testing, analysis, and site investigation
efforts may be required. The firm must also be able to develop and/or
use computer software to analyze and organize the various data
collected. This work is classified as Information Technology (IT) and
work under this contract shall not exceed $100,000.00 over the life of
the contract, pursuant to Delegation of Procurement Authority (DPA)
CENAP-97-036. In addition, experience with particular methodologies may
be necessary including Incremental Flow Instream Methodology (IFIM) and
the Rosgen methodology of stream/river classification and concepts of
morphologically natural channel stability and restoration. 3. SELECTION
CRITERIA: Significant selection evaluation criteria in relative
descending order of importance will include: (1) Specialized experience
of the firm in the primary work required and familiarity with Corps
procedures and regulations; (2) Professional qualifications necessary
to complete the work; (3) Capacity of the firm to accomplish multiple
projects simultaneously within required time and cost limitations; (4)
Past performance, especially on Department of Defense contracts; (5)
Location of the firm in the general geographic area of the District
will be secondary selection criteria element provided a sufficient
number of qualified A/E firms respond to this announcement; (6) Extent
of participation of SB, SDB, historically black colleges and
universities, and minority institutions on the proposed contract team,
measured as a percentage of the estimated effort. As a part of this
submittal, it is required that all responding firms clearly present
billing amounts for all Corps of Engineers work as well as all other
Department of Defense work for the 12 months preceding this
announcement. 4. SUBMISSION REQUIREMENTS: Firms which desire
consideration and meet the requirements described in the announcement
are invited to submit a completed SF 254 (revised 11/92) and 255
(revised 11/92) for the prime firm and SF 254 for each consultant, to
the above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday or Federal holiday, the deadline is the close of business of the
next business day. As a requirement for negotiations, the selected
contractor will submit for government approval a quality control plan
which will be enforced through the life of the contract. The
contracting officer reserves the right to terminate negotiations, with
firms that do not respond to Government requests for proposals,
information, documentation, etc. in accordance with established
