The government intends to procure the following requirement as a sole source acquisition from Professional Help Desk, 800 Summer Street, Suite 500, Stamford CT 06901: PHD Application (8 users), ClientView Internet Access, ServiceWare, One-day of on-site training, Five-days on-site installation, and PHD annual maintenance. These items will enable the F-22 Combined Test Force to manage their network by exclusively offering Rapid Resolution Database and Experience Based Reasoning (EBR) which gives network users the capability to query the EBR and the database prior to submitting trouble calls. No RFQ will be prepared or made available for distribution. This award will be issued on the basis of other than full and open competition, in accordance with FAR Part 6.302-1; as stated, requirements can only be satisfied by the manufacturer of these items.
