of Commerce, NOAA, National Marine Fisheries Service (NMFS), Habitat
Conservation Division located in St. Petersburg, Florida, is proposing
to contract with Tampa BayWatch, Inc., (a private, non-profit
organization dedicated to the scientific and charitable purpose of
monitoring, protecting and restoring the marine and wetland
environments of Tampa Bay), to expand the Tampa Bay High School Wetland
Nursery Program. The project will expand the Nursery Program to eight
schools and produce a report and Operations and Maintenance (O&M)
Manual for the establishment of saltmarash nurseries by high school
students with transplantation of nursery stock by community volunteers
at wetland restoration projects. Tampa BayWatch will establish three
new saltmarash nurseries, recycle five existing nurseries, and
coordinate transplantation efforts providing, at no-cost, plant
materials to various wetland restoration projects in Tampa Bay. The
lessons learned from this project will be used as thebasis for the
report and O&M Manual. The Nursery Program provides students with
hands-on experience in habitat restoration activities and provides a
free source of native wetland plant material to be used in many habitat
restoration projects, undertaken in partnership with the NMFS, to
restore Tampa Bay. The Government intends to solicit to only one source
under the authority of 41 U.S.C. 253(c)(1). This is not a call for
proposals. Interested parties are encouraged to respond to this
announcement within 15 days of its publication and shall submit in
writing, its name, address, point of contact, telephone number,
business size and a brief statement regarding its capability to provide
the specified services and the names, telephone numbers, and points of
contact for businesses or other Government agencies to which it has
previously provided similar services. No response will be provided to
those inquiries which fail to provide the information requested. This
information shall be submitted to the address stated herein or may be
faxed to 816-426-7530. This is not a request for proposals and there is
no RFQ available at this time. A determination by the Government not to
compete is solely within the discretion of the Government. These
services will be purchased under the guidelines of FAR part 13,
