Service-Washington, on behalf of Military Traffic Management Command,
under authority of FAR 6.302, contemplates negotiation with one source,
Stanley Associates, Inc., 300 N. Washington Street, Suite 400,
Alexandria, VA 22314, for a contract modification under Contract Number
MDA903-93-C-0049 for the Transportation Safety and Security (TRANSS)
Program. The objective of this program is to conduct covert in-transit
surveillances of all commercial motor and rail carriers authorized by
MTMC to transport sensitive arms, ammunition, and explosives (AA&E)
and classified material. The TRANSS program was created to evaluate the
carrier's compliance with all applicable DoD directives and agreements.
The contract requirement also includes: conducting carrier corporate
headquarters, terminal and equipment inspections; conducting government
transportation visits; responding to emergencies involving carriers and
appearing at board/court proceedings. All contractor personnel
performing servicesunder this contract shall be required to have a
SECRET clearance. The period of performance shall be for 10-months.
This notice of intent is not a Request for Proposals, though any
capability statement received within forty-five days after date of
publication of this synopsis will be considered by the Government.
Information received will be considered to determine whether or not to
conduct a competitive acquisition. However, any determination not to
compete this contract action is within the Government's discretion. See
