Eric Young/(202) 401-5528 The Office of Community Services within the U.S. Department of Health and Human Services intends to award a simplified acquisition purchase order to the National Energy Assistance Director's Association to conduct a national dialogue that will be conducted to develop consensus among state Low Income Home Energy Assistance Program (LIHEAP) grantees, other stakeholders, and OCS in designing a GPRA performance measurement system for LIHEAP. The Project will utilize an advisory group that will plan for and convene one or more panel of state/tribal and local LIHEAP providers, other stakeholders, OCS staff, and a research analyst. The panel(s) will communicate through a series of teleconferences and written communication. The funds that will be used for this project are pusuant to Low Income Home Energy Assistance Program (LIHEAP) Training and Technical Assistance Authority -- Section 2609A of Low Income Hone Energy Assistance Act of 1981, Public Law 97-35, 42 U.S.C. 8621, as amended by Section 505 of theHuman Services Reauthorizaiton Act of 1986, Public Law 99-425, 42 U.S.C. 8628a and Section 311(a)(3) fo the Human Services Amendments of 1994, Public Law 103-252.
