The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for engineering services in support of the Tactical Automated Mission Planning System (TAMPS) and the integration with the Air Courses of Action Assessment Model(ACAAM) and the Tactical Strike Coordination Model (TSCM). The proposed acquisition is for a four year period on a cost-plus-fixed-fee basis beginning in January 1998. This procurement will support the Navy Force Level and Joint Strike Coordination efforts for the Naval Air Systems Command TAMPS Program Office (PMA-233) and will ensure continuity and consistency of data and information flow and interoperability of systems from the Joint Command to the Battle Group to the Carrier Air Wing. This effort will require an in-depth knowledge of TAMPS sufficient to provide total systems engineering services including, but not limited to, requirements definition, engineering analyses, system integration, and document generation to support future TAMPS releases. Additionally, the contractor shall have a working, but not in-depth, knowledge of ACAAM and TSCM sufficient to support the system, integration, acceptance, and operational testing of an integrated TAMPS -- ACAAM -- TSCM (TAT). The proposed acquisition is a sole source set aside to Brandes Associates, Inc. (1417 Crestline Drive, Canoga Park, CA 93105) based on their qualifications and their successful performance under previous contracts relative to TAMPS development. BAI's qualifications include long-term involvement in tactical aircraft mission planning systems, experience with metrics gathering methodologies, and a corporate intra- and intersystems core knowledge base of TAMPS and its relationship and interconnectivity to TSCM and ACAAM and other migration systems. BAI is the only known contractor to possess the qualifications relative to the TAMPS, ACAAM, and TSCM.
