The Contractor shall furnish all labor, supervision, materials, equipment (except for items listed as Government Furnished Property) and management necessary to provide security services in accordance with the Statement of Work (SOW). The Contractor shall provide uniform security services at NASA/DFRC around the clock, everyday of the year. The Contractor shall plan, staff and operate security functions in accordance with National Standards and NASA Security Regulaitons and guidelines, including safeguarding DFRC personnel, equipment, hardware, facilities and information, temporary permanent badging, perimiter access control, Center wide patrol, investigations, coordinate and perform law enforcement type functions, operate the Visitor Reception Center, Security Control Center, records and administrative support, locksmith program, physical security, personnel security, information security, security education awareness and training. The Contractor will also maintain the Government-Provided Security Office database, key management system and lost and found. The performance period will be for five years. A one-year base with four one-year options. A performance-base-firm-fixed price, indifinite delivery type contract is anticipated. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. The Government intends to acquire a commercial item using FAR Part 12, Acquisition of Commercial Items. This procurement is a total small business set-aside competition for small business administration (SBA) certified 8(a) firms. Offers from concerns other than certified 8(a) small business firms will not be considered. The SIC code and the small business size standard for this procurement are 7381 and estimated magnitude of the requirement is $4.5 million respectively. The offeror shall state in their offer their size status for this procurement. All responsible 8(a) certified sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about September 14, 1997 with an anticipated offer due date of September 27, 1997. The solicitation will contain a Register of Wage Determinations under the Service Contract Act. Wage Determination No. 94-2043, Revision No. 8. An ombudsman has been appointed -- See Note "B".
