S -- FURNISH AND DELIVER PROPANE, TYPE II, FEDERAL SPEC BBG-110, 95% PURE, ODOROUS; PROJECT NO. 98-0724 SOL F30602-98-Q0019 DUE 082797 POC Susan Hluska, Purchasing Agent, Written Requests Only to Facsimile No. 315/330-8117 Nonpersonal Services: To furnish and deliver propane, type II, Federal Spec BBG-110, 95% pure, odorous to Rome Laboratory's Newport Research Facility located in Newport NY (Herkimer County). The performance period will run from 1 Oct 1997 through 30 Sep 1998 with 2 consecutive 12-month option years. This procurement shall be awarded under Simplified Acquisition Procedures (SAP) through the use of facsimile Request for Quotations (RFQs). The tentative issue date for the RFQs on or about 29 Aug 97; opening date is on or about 15 Sep 97 with an anticipated 1 Oct 97 award date. All responsible sources may submit a quote which shall be considered by this agency. An Ombudsman has been appointed to hear significant concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. RENA, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
