Long, Contracting Officer 202/435-6940 This is a combined synopsis/solicitation which will be accomplished in accordance with the Simplified Acquisition Procedures. The following Federal Acquisition Regulation (FAR) Clauses are applicable unles otherwise noted: FAR 52.212-1 and 52.212-4, with FAR 52.212-1(b)(8), 52.212-1(e) and 52.212-1(h) being exempted for this procurement. The associated standard industrial classification code (SIC) is 3663, @ 750 employees. This action is restricted as a 100% Small Business Set-aside. Please note, this announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. Solicitation 97-Q-27 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Award will be made to One offeror who shall fully meet the requirement. This is a Firm-Fixed Price requirement. CLIN-0001, 7-Channel Cellular Analyzer which shall be comprised of the following: 7-Forward Channel Receivers; 7-Reverse Channel Receivers; Operating Software; A/C Power Supply; A/C Power Cord; DC Adapter; RS-232 Cable; and Receiver Antenna. Receiver shall be configured with a scanning option capable of utilizing the receivers for mobile operations. 3 Channels shall be capable of TDMA Digital intercept decoding. Receiver shall be capable of DF Doppler Direction-Finding. Receiver shall include an upgrade to encompass IS-136 protocol. CLIN-0002, Direction Finding Antenna including covert array capable of Analog and Digital signal tracking. NO SUBSTITUTIONS shall be allowed. Submissions other than stated in this document shall be rejected. The Contractor shall deliver the complete quantity; (i) F.O.B. destination; (ii) within thirity (30) days ARO; (iii) delivery shall be made to: United States Secret Service, Room 942, 1800 G Street NW, Washington DC 20223. Inspection and acceptance shall be at destination. The Government intends to award a contract to the responsible offeror whose quotation shall conform to the specifications and price will be most advantageous to the Government. The Government anticipateds an award on or about September 22, 1997. Prices quoted should be applicable for sixty days. PLEASE NOTE: Quotes submitted by FAX will not be accepted. All responsible offerors shall mail quotes to the U.S. Secret Service, Procurement Division, Suite 730, 1310 L Street NW, Washington DC 20005, Attention: Nellie A. Potocki-Reeves, no later than 3:00 P.M. on September 2, 1997. Proposals are subject to x-ray by the U.S. Secret Service, therefore, offerors are encouraged to submit proposals prior to the established date and time of closing to ensure timely arrival in the appropriate office.
