E-MAIL: NATO Ground Station (NGS) Phase 1, croes@doim6.monmouth.army.mil. The U.S. Army Communications Electronics Command (CECOM) intends to negotiate in FY98 with Motorola, Inc., SSTG, 8201 E. McDowell Road, P.O. Box 1417 of Scottsdale, AZ 85252-1417 for NATO Ground Station (NGS) Phase 1. NGS program is based on the Joint STARS Common Ground Station backbone and software architecture and will design modifications into the Joint STARS baseline. The US Government "Fast Track" program is segmented into two phases. Phase 1 provides for the start of development of the NGS and planning for production and training facilities. Phase 2 (FY99 Award) will complete development and provide for production of twenty-four ground stations. The solicitation/Request for Proposal for Phase 1 will be available in early September and may be accessed electronically on the World Wide Web at URL http://acbop.monmouth.army.mil. For information or assistance (voice) Authority is 10 USC 2304(c)(1) as implemented by FAR 6.302-1(b)(1) "Only one responsible source". The Government does not possess technical data completely defining form, fit and function of the item being procured and has no way of evaluating a substitute. The Government intends to award this action on a sole source basis to Motorola, Inc., SSTG. See Note 22 (0226)
