NCCOSC, RDT&E Div. intends to modify an existing contract for a period of one year in order to initiate the design phase of a surveillance system to locate sources of RF signals that will interrupt or interfere with the operation of the Global Positioning System. The modification will be negotiated with Falon Inc., 9845 Via Pasar, San Diego CA for a level of effort increase of approximately $1.5M. Falon developed the short base line interferometer technology and is the only contractor with the knowledge and expertise capable of meeting NRaD's requirements and performing this effort in the time provided. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.
