Minerals Management Service (MMS) intends to participate in a joint
industry project with W.S. Atkins Consultants, LTD, of Surrey, England,
and others. This procurement will be conducted on the basis of other
than full and open competition. This project will examine the
feasibility of using minimum structures in marginal fields to reduce
the cost and time involved in oil and gas production. MMS will
participate in the first two stages of the project. Stage 1 is a
comparative reliability analysis of three minimum structures verus
traditional four-legged jackets. Stage 2 is an analysis of the failures
arising from human and organizational ("extrinsic factors") factors.
The total cost of this project is $350,000 while the cost for MMS is
$50,000. Other participants will fund the balance of the project cost.
There is no formal solicitation for this procurement so no such
document is available. Any other organization wishing to be considered
as a source for this procurement must submit a written statement of
its specific capability in meeting this requirement and the amount of
funding it is willing to provide for co-funding. Telephone calls will
not be accepted. Written responses must be received within 45 days from
this notice (September 22, 1997). This procurement is justified under
