FORM 254/255 TO ADDRESS IN BLOCK 7. SUBMIT STANDARD FORM 254/255 TO
NAVFACENGCOM, SOUTHERN DIVISION, FIELD OFFICE BEAUFORT, PO BOX 448,
PORT ROYAL, SC 29935-0448. This is an Architect-Engineer contract to
provide plans, specifications and cost estimates for the conversion of
approximately 20 rooms into suites with private baths and kitchenettes
according to the building master plan. This includes demoliltion of the
existing conditions. The work also includes new wall construction, new
wall, floor and ceiling finishes, new casework and cabinets, new
electrical and lighting, new plumbing and fixtures. The work also
requires upgrades of common areas and site work to improve parking and
site access, landscaping and irrigation. Work is located at BOQ
Building 289, Marine Corps Recruit Depot, Parris Island, SC. Responses
must be received no later than Tuesday, September 9, 1997. Any
inquiries (including submission of SF255) should mention and show
title, location, and contract number on the outside envelope.
Architect-Engineer firms are invited to submit: (1) a Standard Form
254, Architect-Engineer and Related Services Questionnaire; (2) a
Standard Form 255, Questionnaire for Specific project; and (3) any
requested supplemental data to the procurement office shown. Firms
having a current Standard Form 254 on file with the Procurement office
are not required to resubmit this form. Firms responding to this
announcement before the closing date will be considered for selection,
subject to any limitations indicated with respect to size and
geographic location of firm, specialized technical expertise or other
requirements as listed. Following an initial evaluation of
qualifications and performance data submitted, three or more firms
considered to be the most highly qualified to provide the services
required will be chosen for interview. The Department of Defense policy
for selection of Architect-Engineer firms is not based upon competitive
bidding procedures, but rather upon the professional qualifications
necessary to the satisfactory performance of the professional services
required, subject to the following additional considerations: (1)
Professional qualifications necessary for satisfactory performance of
required services and of the persons assigned to do the work; (2)
Recent experience of those persons in architectural and engineering
maintenance repair and construction design skills; (3) Quality
assurance and coordination methods used during design; (4) Awards from
all Department of Defense Agencies in the past three (3) years with
the objective of trying to distribute contracts among all qualified
firms, including those that are minority firms or firms that have not
had prior contracts; and (5) Location in the general geographic area.
