221 Sources Sought. The U.S. Department of Commerce, NOAA, National
Marine Fisheries Service (NMFS), Economics & Trade Analysis Division
located in St. Petersburg, Florida, is proposing to contract with
Eckerd College, in St. Petersburg, Florida, to support ongoing marine
habitat restoration projects in St. Petersburg. This project will focus
on marine habitat enhancement/restoration, environmental job training,
awareness and appreciation of the importance and role of marine
habitats and development of a model for building community-based
partnerships involving Federal and local government entities and the
private sector. All these focus areas are designed to directly or
indirectly enhance NOAA trust resources located in the Tampa Bay
estuary. The initial enhancements will occur within the next year.
Restoration efforts will consist of site clean up, removal of exotics,
site preparation and planting of marine and buffer species.
Education/Training programs will be scheduled to coincide with
restorationefforts and additional classroom training will occur as it
can be scheduled. The specific tangible deliverables will include
progress and final reports, documentation of educational and training
programs, a video and photographic record to cover all aspects of the
work, documentation of press coverage and other outreach activities,
contributions to site monitoring and maintenance plans and development
of a written protocol for gaining cooperation for the successful
planning and completion of marine habitat projects. The Government
intends to solicit to only one source under the authority of 41 U.S.C.
253(c)(1). This is not a call for proposals. Interested parties are
encouraged to respond to this announcement within 15 days of its
publication and shall submit in writing, its name, address, point of
contact, telephone number, business size and a brief statement
regarding its capability to provide the specified services and the
names, telephone numbers, and points of contact for businesses or other
Government agencies to which it has previously provided similar
services. No response will be provided to those inquiries which fail to
provide the information requested. This information shall be submitted
to the address stated herein or may be faxed to 816-426-7530. This is
not a request for proposals and there is no Request for Quotation
(RFQ) available at this time. A determination by the Government not to
compete is solely within the discretion of the Government. These
services will be purchased under the Guidelines of FAR, part 13,
