PAINT OF MILITARY FAMILY HOUSING UNITS AND MISCELLANEOUS BASE
FACILITIES. PRESOLICITATION NOTICE -- Work shall consist of surface
preparation of asbestos and/or lead based paint contaminated surfaces,
recoating of exterior surfaces and incidental related work, furnishing
all labor, equipment, materials, and other services required to perform
exterior painting of Family Housing units and miscellaneous base
facilities (i.e., hangars, office buildings, storage tanks (fuel/water
etc.)) Work consists of painting previously painted wood, metal,
concrete and galvanized surfaces, surface preparation, replacement of
structural and surface lumber, abatement testing, clean-up and all
incidental items necessary to complete the work. This will be an
Indefinite Delivery Indefinite Quantity (IDIQ) contract and shall be
for a five year period. Funds will be obligated on each delivery order
issued against the resulting contract as funds become available.
Completion time is dependent upon the amount of work issued on each
delivery order for identified facilities in selected areas. Performance
and Payment Bonds are required on each delivery order. The estimated
price range of this procurement is between $10,000,000.00 and
$25,000,000.00, for the entire performance period. It has been
determined that competition for this procurement will be limited to
8(a) firms serviced by the SBA Fresno; Los Angeles; San Diego; and
Santa Ana District Offices. SIC Code 1721 and the size standard of $7
million average gross revenues over the past three years applies. All
other firms are deemed ineligible to submit offers. The solicitation,
and Statement Of Work will be issued through the Internet. The
solicitation may be viewed at

changes to this solicitation shall be made through the Internet only.
It is therefore the contractor's responsibility to check the Internet
address listed above daily, for the initial issuance of the
solicitation as well as any posted changes to this solicitation.
Notifications of Amendments will also be made by e-mail. The
solicitation, Statement of Work will not be provided in a printed paper
format; however, the Government reserves the right to revert to paper
or computer medium when it is determined to be in the Government's best
interest. All bids, and other normal documents required for the bid
submittal, including amendments to the bid submittal, shall be in paper
medium. Electronic medium for the bid submittal documents will not be
allowed. Specific questions related to this project must be submitted
in writing to AFFTC/PKAC, ATTN: Irene Killian, 5 S. Wolfe Ave. Edwards
AFB, CA 93524-1185 or by FAX to (805)258-9657. The solicitation will
be issued on or about 29 Aug 97 with a 30 day bid period. Bids will be
solicited on a firm-fixed price basis and will be made to the offeror
with the lowest evaluated overall price. All eligible 8(a) contractors
interested in receiving a copy of the solicitation must register on the
INTERNETat the site referenced above or submit a written request to

258-9657. Those registering are responsible for the accuracy of the
information on the mailing list. Registration must include the firms'
name, physical address, telephone number, fax number, e-mail address,
and a point of contact. Registration should be completed one week prior
to the issue date. Telephone requests to be placed on the mailing list
will not be honored. An Ombudsman has been appointed to address
concerns from offerors or potential offerors during the bid development
phase of this acquisition. The Ombudsman does not diminish the
authority of the program director or contracting officer, but
communicates contractor concerns issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of bids or in the source selection process. Interested
