Center plans to issue a Request for Offers for Services and Materials
to Replace Substation, Building 1244, West Area, Langley Research
Center, Hampton, VA. The Contractor shall provide all tools, plant,
materials, equipment, labor and services necessary for or incidental to
a complete and finished job for replacement of Substation, Building
1244. This work includes, but is not limited to: Disconnect and
reconnect primary and secondary feeders to Substation #2, remove and
provide new primary feeder, and remove and reconnect secondary feeders
to Substations 1, 3, and 4. Remove existing indoor unit Substations 1,
2, 3, and part of Substation 4, These substations may contain, but are
not limited to: 5,000 volt disconnect switches, 500 kVA 2,400 --
480/277 volt dry type transformers, and 480/277 volt secondary
switchgears, remote graphics panels, 208/120 volt dry type transformers
and 208/120 volt secondary switchgears. Remove and reinstall M-G set
located in Room 227. This procurement is being conducted under the NASA
MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy. The order of magnitude for the procurement is
$500,000 to $1.0M and the effort shall be completed within 270 calendar
days after notice to proceed. This procurement is part of the Small
Business Competitiveness Demonstration Program. The Standard Industrial
Classification Code for the procurement is 1731. The corresponding size
standard is $7.0M. The anticipated release date of the RFO is on or
about August 29, 1997 with an anticipated offer closing date of on or
about October 8, 1997. The firm date for receipt of offers will be
stated in the RFO. Drawings will be available from the identified point
of contact. All responsible sources may submit a bid which shall be
considered by the agency. An ombudsman has been appointed -- See Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format andwill reside on a World-Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the

point of contact; however, the closing date for the hard copy received
shall be the same as the solicitation, inclusive of any amendments,
