(RFQ) is amended to make changes the following changes: A. Extend the
offer date from 7/18/97 to 8/28/97. B. We also need to clarify the
technical evaluation criteria. The original RFQ had detection limits
that it seems cannot be met by any equipment available at this time.
After further discussion it was determined that the Regional Lab was
aware of this but did not write their specification clearly. We are
looking for offerors that have detection limits closest to our
standards. Each offeror will be rated according to how close they come
to our limits. The following information is given as further
clarification and should be considered in addition to the information
given in the original RFQ: 1. Warm up and shut down time in the
solicitation is limited to 5 minutes each. Time is very valuable in the
lab and this must be met or exceeded. Instruments able to meet the 5
minute criteria or closest to this time will receive higher
consideration. 2. The PN Regional Laboratory's method detection limits
were listed in the RFQ. Instruments that provide low end ranges that
meet or more closely approach laboratory detection limits will have
high consideration. 3. Certain EPA methods are required in the PN
Regional Lab. Notation of method numbers for each analysis is needed.
4. The instrument's software abilities should include: a. XYZ sampler
control so access to calibration standards anytime during a sample run
is available. b. Storage of raw data for post-run editing, including
curve recall. c. Baseline, sensitivity, and carryover drift correction.
These requirements were set forth in the RFQ. Software that comes the
closest to meeting or exceeding these abilities will have receive a
higher rater in the technical evaluation. These items are important in
the selection of the instrument. The PN Regional Lab is looking for
information relating to live working conditions. Responses addressing
these specific items will help clarify the abilities the instrument and
corresponding software. Please respond by August 28, 1997. Your
response to this amendment will be considered in addition to the
information previously submitted. Please note any changes that impact
