402-2849 This is a combined synopsis/solicitation for commercial items,
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. The
solicitation number 263-97-B(GD)0049 bid (IFB). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 90-45. Item to be acquired: Provide an
Inverted Ultraviolet (UV) Confocal Microscope System NT based system.
The System shall include upgrade to Multiband Confocal
Spectrophotometry, permitting continuous adjustment of emitted
wavelengths and providing for optimal spectral detection and
separation, as well as determination of spectral emission, quantity 1.
Delivery F.O.B. destination National Institutes of Health, Building
10,Room 4A26, Rockville, MD 20892. No later than 120 days after
contract award. FAR 52.212-1, Instructions to Offerors-Commercial
Items, applies to this acuisition. Award will be made to the lowest
priced, technically acceptable offeror. Provide descriptive literature
and owner's manual with maintenance procedures as part of the bid. FAR
clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The following FAR clauses in paragraph (b)
of FAR 52.212-5, Contract Terms and Conditions Required to Implement

52.232-28. The Statement of Work is as follows: C. The Inverted UV
Confocal Microscope NT based system shall include the following salient
characteristics and features and shall also provide for the functions
as follows: 1. Scan Module with 4 Fluorescence Reflection Detectors
(Photomultipliers) for 4 channel detection. 2. 3 Laser Configuration
with Acousto Optical Tuneable Filter (AOTF), 4 Channel Filterset for 4
Channel Scanner Head. Ar and Ar-Kr lasers fiber-optically coupled to
a merge module (to eliminate beam wander). Merge module fiber-optically
coupled to the Scan-head. The following lasers, all with a minimum
output of l0 mW, are to be provided: Argon (Ar) Laser (488 nm
wavelength). Argon-Krypton (Ar-Kr) Laser (568 nm wavelength).
Helium/Neon (He-Ne) Laser (633 nm wavelength). 3. UV Option with Argon
-- UV Laser, with UV filterset. 4. UV Laser fiber-optically coupled to
the Scan-head. UV-Visible Scanner Optics with the UV coupled via a
separate lightpath with a separate source-pinhole, to insure exact
co-excitation and co-alignment of UV and Visible illumination. 5.
Panel-Box with 7 Digital Potentiometers for online adjustment of
scanning parameters. 6. Multitasking High Performance Windows NT based
Workstation. A. Pentium-Pro (P6)/200MHz, 128 MB Tower Crate
configuration. B. 2.1 GB SCSI Hard Disk, 3.5 inch Floppy Drive, 4XCD.
C. High Performance Frame Grabber, 3Com Ethernet board, SCSI
controller. D. 2 each, 21 inch Image Monitors, True Color, total 2560
x 1024 Pixels. E. MS Keyboard, Mouse, internal Data Modem 28.8 kbps. F.
MS Windows NT 4.0, Excel NT 7.0. G. Simultaneous Acquisition of 4 Data
Channels at 1024 x 1024 Pixels Resolution. H. NT Scan Driver
Electronics and System Controller for Up to 4 channels I. Scanning
Software for Scan Control, Display and 2D Image Processing. J. TCP/IP
Software, On-line Software and Hardware Manuals. 7. 3D Software
Package, Stereo, Rotations, 3D and Slicing, Raytracing, Volume
rendering, and Simulated Fluorescence Process 8. 2D Image Analysis
Software Package 9. Physiology Software Package. 10. Galvanometer
driven Z-stage with rotating stage insert, with Z motion precisely
controlled by a galvanometer with a minimum step size of 10 nm and a
reproducibility better than 40 nm. 11. The System shall include upgrade
to Multiband Confocal Spectrophotometry, permitting continuous
adjustment of emitted wavelengths and providing for optimal spectral
detection and separation, as well as determination of spectral
emission. 12. True Confocal Optical Path with one excitation pinhole
for the Visible light-path and a separate excitation pinhole for the UV
light-path. Both pinholes are to serve as alignment points for the
system to prevent erroneous sample excitation due to laser
misalignment. 13. One computer controlled detector pinhole (Variable)
for all fluorescence and reflection detectors, to insure exact
localization of multiple flourochromes with no pixel-shift between
channels. 14. Scanner user switchable between Upright and Inverted
Optical Microscopes, with a 5 minute conversion time and no
re-calibration or re-alignment required. 15. Guaranteed resolution of
180 nm in the x -- y axis, and 350 nm in the z -- axis. 16. Scanner
linearity better than 99%, and a miniaturized Optical Path with a
length of 20 cm or less, for long term stability and reduced
realignment need, leading to experimental consistency. 17. Optical
Transfer Efficiency of 0.92 or better. 18. Fully automated and computer
controlled excitation, dichroic, and barrier filters. All dichroic
beamsplitters and barrier filters field upgradeable for ease of
servicing and reduced loss of research time 19. Inverted UV Research
Microscope, with Trinocular tube. 20. Motorized coarse and fine focus
and motorized 6 place focusing nosepiece. 21. Infinity corrected
optical system with built-in Bertrand lens. 22. Integrated power supply
for Transmitted Light Illuminator. 23. PMT based detector for
transmitted light. 24. Incident light fluorescence outfit. 25.
Microscope Objectives as follows: PL APO 40x/1.25-0.75 Oil PL APO
100x/1.40-0.70 Oil PL Floutar 10x/0.30 PH 1 PL APO 40x/1.25 Oil PH 3 PL
