B -- DIFFUSION DIALYSIS FIELD DEMONSTRATION SOL N47408-97-Q-1529 DUE 082297 POC Purchasing Agent, ELAINE CRAHAN, 805-982-5052 Solicitation of services to operate and evaluate the performance of two diffusion dialysis systems to purify contaminated mineral acid baths located at the Tobyhanna Army Depot, Tobyhanna, PA. System operation will consist of: (1) transferring contaminated acid from the process tank to the DD systems, (2) Operating the DD systems, (3) collecting samples for laboratory analysis from the waste acid feed tank, the recovered acid effluent stream, and the waste metals effluent stream, (4) reviewing shop production records to determine the number of parts processed in each tank during the project, and (5) performing system maintenance. During the field demonstration project, the contractor shall monitor and record system operation and maintenance costs including at a minimum labor, material, utilities, chemical replenishment costs, and waste generation. Performance samples will be collected in order to quantify change in concentration with respect to time of acid and metals. At the conclusion of the field test project the contractor shall submit a draft written report for Government review. The proposed purchase order is a 100% set-aside for small business concerns.
