acquire facilities planning and engineering studies for the Strategic
Petroleum Reserve Program. Specialized engineering support will be
required to develop conceptual designs, specifications and cost
estimate of petroleum storage and handling facilities and systems;
assess the cost and technical impacts of modifications to existing SPR
systems and technical and performance criteria; and identify and
evaluate alternative program development plans and operational
strategies. Specific tasks include conceptual engineering studies,
analyses of impact of modifications to SPR systems and technical and
performance criteria and analyses of SPR development and operational
alternatives. This is an unrestricted, full and open competition. A
cost-plus-fixed-fee contract for 3,2000 direct productive labor hours
per year for five years is anticipated. THE SOLICITATION WILL ONLY BE
AVAILABLE THROUGH ELECTRONIC MEANS. Interested parties may download the

Proposals will be due 30 days after posting on the website or
